The president assigns his top political advisor/operator/mercenary to oversea the rebuilding of New Orleans. Is this some new philosophically minded Bush; a man who looks at destruction and creation on a metaphysical level, and sees in Rove's inhuman ability to destroy an equal inhuman ability build?
