Gary Ross isn't exactly known for his action director chops. This will be a disaster, completely wrong director for the job.

I don't think I'd call the response "tepid" - like most HG fans I wish it had been longer, but if you search for #WhatIsMyDistrict (it's put at the end of the teaser) on Twitter you'll see a TON of people tweeting about how "the Capitol knows who I am" and linking to some site called http://thecapitol.pn, so it definitely got the community moving!
